Somalia signed a Country Engagement Framework with the Islamic Development Bank on 19 June, at the bank’s 2026 annual meetings in Baku, Azerbaijan. The framework covers 2026 to 2028 and carries an indicative envelope of $45 million. It was signed for Somalia by the finance minister, Bihi Iman Egeh, with the bank’s president, Muhammad Al Jasser.


A Country Engagement Framework is a planning document rather than a financing agreement. It sets out the scope and priorities of the bank’s intended support over a period and attaches an indicative funding envelope, which is then allocated to specific projects agreed later.

Separately, the bank’s trade-finance arm, the International Islamic Trade Finance Corporation, held talks with the Somali delegation on expanding trade finance, widening access to Shariah-compliant financing, and a proposed capacity-building program.
